The U.S. DOE has directed the Federal Energy Regulatory Commission (FERC) to fast-track new rules for connecting large loads to the grid.
FERC has been asked to claim jurisdiction over large load interconnections (20 MW or more). They are being urged to compile a standardized set of rules for connecting large loads to transmission, like data centers and manufacturing facilities. They are also being asked to consider co-located generation and how large load customers can operate as hybrid facilities. Hybrid operations where load and on-site generation are located behind the same interconnection point will likely be favored under potential new rules. FERC is expected to give a response by the end of April.
In the past, FERC did not typically have jurisdiction here. However, with the rapid increase in energy demand, it’s becoming clear that a standard set of rules is needed. These large loads are affecting electricity rates across the country, and pull enough energy that they impact open access to transmission. Rules mandated by FERC will focus on standardizing transmission-level connections specifically.
