Amazon Signs 20 Year PPA with Constellation for Nuclear Power

Executive Summary

Amazon has executed a 690 MW, 20-year power purchase agreement with Constellation Energy for nuclear generation from the Calvert Cliffs facility in Maryland. Unlike recent behind-the-meter arrangements that have drawn regulatory scrutiny, this deal routes power through the PJM grid, with Amazon paying for transmission and grid services.

The Players

Amazon Web Services continues its aggressive pursuit of firm power for data center expansion. Constellation Energy, the nation’s largest nuclear fleet operator, secures long-term offtake for Calvert Cliffs’ 1,790 MW of capacity. PJM Interconnection benefits from load growth that participates in capacity markets and pays for transmission upgrades.

The Numbers

The 20-year agreement is for 690 MW of power from Constellation’s Calvert Cliffs Clean Energy Center. There is also a 190 MW expansion planned for between 2030 and 2032.

So What?

This is the template that works post-FERC scrutiny. Behind-the-meter deals can create cost allocation fights. Grid-connected PPAs with proper transmission cost recovery don’t. For power developers: if you’re pitching hyperscalers, lead with grid-connected structures. For nuclear operators: Amazon just validated 20-year contract appetite at scale.
